Khamis graduated as a Civil Engineer in 1996 from Sultan Qaboos University, Muscat, Sultanate of Oman and worked for the Ministry of Transport and Communication with special responsibility for managing and supervising a team of Engineers on more than 20 new road projects and maintenance contracts for 10 major road networks across Oman. During his time at the Ministry, Khamis was responsible for carrying out condition surveys and the evaluation of pavement conditions of all roads in the region, contributing to the setting up of contract details; computer aided engineering designs, preparation and evaluating pre-qualification and tender documents and preparing tender reports.
In July 1998 Khamis worked with a group of experienced engineers in Japan on a study of the prevention of deterioration of reinforced concrete structures in Japan with the objective of identifying economic and appropriate technical solutions.
Khamis successfully obtained a Master of Science Degree from Birmingham University in 2003 in Road Management and Engineering studies and submitted a paper on the ‘Finite Element Modelling of Cracks’
During his time at the Ministry of Transport and Communications Khamis was promoted to Director of Projects at the Directorate General of Roads
In 2006 Khamis was promoted to Deputy Director General for Ports at the Directorate General of Ports and Maritime Affairs. In this position Khamis was responsible for the monitoring of all concession agreements and the performance of the Ports Authority.
On the 1 January 2008 Khamis joined Driver Consult as a Local Partner and Associate Director of Driver Oman.
